Thị trưởng thành phố đau đầu t́m cách giải quyết, một công tố viên mới với những nguyên tắc thép bắt đầu được người ta để ư.
Lúc này, một loạt vụ cướp ngân hàng xảy ra. Bọn tội phạm hành động trót lọt ở tất cả những nơi chúng ra tay. Trong số đó có một kẻ đặc biệt tàn nhẫn, thẳng tay thủ tiêu đồng bọn khi xong việc. Không ngăn được bọn cướp vét sạch tiền của các ngân hàng, nhưng Người Dơi (Christian Bale) phá tan một vụ thỏa thuận buôn bán ma túy. Đó là lúc anh đụng độ The Joker (Heath Ledger), kẻ thù xảo quyệt và điên cuồng nhất.
